Philip Villars
Philip is Managing Director of Indigo Planning and has been with the company since 1989. He is responsible for overseeing the management of the company.
Philip has a wide range of experience advising on development projects throughout the UK, including regeneration and mixed-use development schemes often of a complex and sensitive nature.
Experienced in appearing as an expert planning witness at public inquiries throughout England and Wales, Philip has also undertaken advocacy work. He has extensive experience and interest in EIA and legal aspects of the planning system.
Principal projects include:
- Millendreath, Looe, Cornwall - Advising on the proposed regeneration of Millendreath, a brownfield site extending to 18.8ha (46.5 acres) for a new tourism led settlement including a hotel, apartments, retail and commercial space.
- Former power station site, Kingston Upon Thames - Redevelopment proposals for 400 flats and a high quality hotel on behalf of the site owner.
- Broadmarsh Shopping Centre, Nottingham - A 15,000m² shopping centre redevelopment in the city centre on behalf of Westfield Shoppingtowns Ltd. Planning permission was achieved in 2004 with a successful follow-up appearance at the CPO inquiry in Autumn 2005.
- Cardiff Bay - Advising on planning strategy for achieving consent for 1000 residential units and retail on a prominent site in Cardiff on behalf of Bellway Homes. Planning permission was achieved and the units are currently being occupied.
- Croydon URV - Advising John Laing in their successful bid to become URV partner with Croydon Council in order to achieve the regeneration of a significant area of Croydon town centre, including new Council offices and mixed-use towers.
- Pembury Hospital, Tunbridge Wells - Planning permission for a major new, state of the art district general hospital in the green belt for Maidstone and Tunbridge Wells NHS Trust. The site is also in an AONB and includes listed buildings.
